As part of the Office of the Chief Administrative Officer, the Corporate Services (CS) team plays a critical role in supporting the entire organization. Comprised of Corporate Communications & Stakeholder Relations, Corporate Policy, Corporate Privacy & Information, Sourcing and Vendor Performance, Strategy & Business Transformation, Social Impact & Environmental Sustainability and the Corporate Project Management Office, CS is driven by customer-service and taking action to advise, consult and support each business area throughout the LDB.
The CS team is comprised of approximately 70 staff. What brings CS together as a team is the ability to work together to support both the operational areas of the business and other corporate service areas (e.g., Corporate Operations, Finance, Human Resources, Information Technology). The group has a strategic lens with a focus on ensuring the organization aligns and complies with corporate priorities, policies, legislation, best practices, and government mandate.
About this role:
The Freedom of Information (FOI) and Privacy Analyst leads and manages the day-to-day operations of the LDB’s Privacy and Access (FOI) programs, including processing FOI requests, completing privacy impact assessments, and coordinating privacy breach response activities. This position provides expert advice, training and support to staff at all levels of the organization on the application and interpretation of the Freedom of Information and Protection of Privacy Act (FOIPPA) and related legislation (e.g., Liquor Control and Licensing Act, Liquor Distribution Act, Cannabis Distribution Act, Cannabis Act, Information Management Act, etc.) and regulations.
The FOI and Privacy Analyst develops, coordinates, and implements effective FOI and privacy work plans, policies, guidelines and procedures and ensures corporate/departmental initiatives align with and comply with FOIPPA and with government core policies and standards.
The FOI and Privacy Analyst works in a high-profile, dynamic, results oriented environment and responds to complex, sensitive access and privacy requests.
The FOI and Privacy Analyst provides policy, analytical and divisional support services specific to customer and employee privacy and in related legislative initiatives for the Branch and the Liquor and Cannabis Sector.
The position also provides procurement support including interpretation of privacy schedules and facilitates partnership with LDB’s Chief Information Security Office (CISO) for related information security risk assessments and supports a variety of working groups and committees with respect to Ministry and Branch privacy policies and standards development.
The FOI and Privacy Analyst represents clients in the harms assessment process, and partners with IAO analysts during the appeal mediation process and negotiations for resolution of outstanding reviews with the Office of the Information and Privacy Commissioner (OIPC) for the Ministry, the Branch, and the liquor and cannabis sector.
Special requirements include accessibility from remote location (home) in case of system issues requiring attention. A successful completion of a criminal record check is required.

Position requirements:
Education and Experience:
Degree in Information Management/Information Sciences, Law, Social Sciences, Public Administration, or related discipline and a minimum of two (2) years of recent, related experience.
OR
Diploma in Information Management/Information Sciences, Law, Social Sciences, Public Administration or related discipline and a minimum of three (3) years of recent, related experience.
Recent, related experience must have occurred within the last five (5) years and include the following:
- Experience interpreting and applying legislation.
- Experience researching policy issues and conducting policy analysis.
- Experience in negotiation, mediation and conflict resolution.
- Experience working on complex, multi-party FOI requests.
Preference may be given to those candidates with the following:
- Experience interpreting and applying BC’s Freedom of Information and Protection of Privacy Act, Personal Information Protection Act, or similar legislation.
- Completion of the BC Information Privacy Certificate.
- Certification as a privacy professional (e.g., IAPP), or willingness to obtain within one year.
- Direct experience drafting privacy impact assessments.
- Experience maintaining confidentiality when dealing with sensitive and high-profile issues.
