The Manager, Workplace Health / Disability Management reports to the Director and is accountable for building and sustaining a network of knowledge based capital and subject matter expertise within the HR specialty area of Disability Management (DM), providing senior-level strategic expertise, guidance, education, and leadership throughout PHSA. The Manager operates in a complex and dynamic health care environment within the provincial-based health authority with multiple legal entities, unions, and certifications, and varied involved parties where it is crucial to develop and cultivate strong working partnerships with key internal and external collaborators. In this role, the Manager develops DM strategies and implement new/revised processes using evidence-based best practice. The Manager represents PHSA-wide interests to HEABC, Unions and other outside agencies including WorkSafeBC and Canada Life.

What you’ll do

  • Leads, develops, and evaluates the services, knowledge capital and capacity, and associated outcomes in the provision of DM program across PHSA. Ensures consistency in the application, advice and interpretation of related agreements, standards, legislation, and policies impacting return to work processes. Sets priorities, conducts gap analysis from knowledge to outcomes, creates continuous improvement action plans, and ongoing development of DM related services and programs.
  • Provides leadership internally to HR colleagues to build a solution- and evidence-based agile HR team through coaching, guiding, and modeling key behaviours/strategies to encourage dialogue, problem solving and resolution to workplace issues. Leads Case Conferences Reviews through regular meetings and continuous communication. Creates space for growth, expression of differing viewpoints, exploration of new approaches, learning through others, and facilitates cooperative decision-making to support excellence through knowledge. Identifies and connects the expertise and knowledge within HR in developing options and evaluating potential risks and their probability of occurrence to determine best option within the mandate of PHSA. Assists team members to define shared and individual goals, meet target dates and ensure alignment of team goals with operational partner’s needs. Maintains own knowledge and keeps fully up-to-date and abreast of the regulatory and legal compliance issues as well as promote data-driven best practices.
  • Negotiates, facilitates consensus and influences on behalf of PHSA with external parties such as provincial union representatives on collective agreement changes, disputes and PHSA process changes with organizational wide implications; HEABC on grievances, collective agreement and legislation implementation, and interpretation issues; WorkSafeBC regarding commitments, reporting targets and impacts; and Ministry of Health and Health Benefit Trust/Canada Life. Oversees and/or presents at 3rd party hearings by performing duties such as researching case law, prepares employer’s position, prepares witnesses, participates in mediation, and acts the instructing client. Investigate and resolves consistency issues and collaborates with the Director.
  • Represents HR both internally and externally at management meetings, provincial/industry committees and working groups, and other forums. Cultivates relationships with colleagues in the other HA. Develops and maintain a consultative, problem-solving approach using the expertise within HR that leads to sustainable resolutions to workplace issues that align with the goals of operations.
  • Develops, maintains, and evaluates related guidelines, policies and procedures, and processes. Leads the development and implementation of related DM strategic directions in consultation with the Director. Designs, creates, and implements educational opportunities, training curriculum, information updates and direction/calls to action. Maximizes utilization of the available sources of information and data both internal and external to the organization. Develops and maintain a consultative, problem-solving approach using the expertise within HR that leads to sustainable resolutions to workplace issues that align with the goals of operations.
  • Oversees or takes conduct of files or related cases that are complex and/or politically sensitive with significant cost/risk for PHSA and/or industry implications by carrying out a leading role in the analysis of the current situation including the history, fact-patterns, and the future requirements of the area, initiating the development of specific goals and objectives and setting priorities for planning and implementing strategies.
  • Models and fosters a safe and supportive team environment that exhibits authentic and sincere behavior based on trust and mutual respect. Within a matrix reporting relationship, is responsible for the practice of DM staff and provides real-time performance feedback, coaching and mentorship for employee development. Coaches team through group in-service education and individual consultation on complex cases. As requested, collaborates on recruitment, development/learning plan, performance evaluations, and discipline from a practice perspective. Supervises direct reports, and recruits staff and/or temporary employees/contractors; approves requests for vacation, leaves of absences, sick time; and expenses within designated amounts and policies; and develops and monitor’s designated budget.

What you bring

Qualifications

  • A level of education, training, and experience equivalent to Master’s degree in Human Resources or a healthcare related degree from an accredited university, plus seven to ten (7-10) years’ of related human resources experience in progressively more senior Disability Case and WCB Claim Management roles in a large, complex unionized environment, preferably in a healthcare environment, including a minimum of one (1)) years working in a managerial/leadership capacity. Certification as a Disability Management Professional is an asset.
  • Solid understanding of human resources, and expert knowledge of DM, practices, related legislation and applicable collective agreements and jurisprudence including WCB regulations and procedures, Human Rights legislations, and Freedom of Information and Privacy Legislation. Demonstrated knowledge of the development of DM programs involving unions, management, and staff. Experience working at the provincial level for complex strategic planning on DM related initiatives. Ability to represent PHSA at various Union and Provincial stakeholder meetings.
  • Demonstrates the LEADS competencies. Ability to lead staff in the provision of specialty knowledge services. Excellent communication skills including the ability to collaborate, facilitate, negotiate, and persuade others. Comfortable managing matrixed relationships and ambiguity. Proven ability to influence outside of formal reporting structures and navigate relationships to achieve positive outcomes. Ability to establish courses of action for self and others that are results oriented. Commitment to a service orientation and continuous learning. Ability to respond to the needs of stakeholders supported by an acute awareness of the impact of actions. Ability to manage the vendor contract relationship. Ability to create and execute strategic human resource plans. Excellent organizational skills including the ability to prioritize workload to meet deadlines. Ability to problem-solve with a global perspective to incorporate the organization’s strategies when developing viable solutions to problems. Ability to deal effectively with all levels of staff. Ability to use related equipment including HR information systems, word processing, spreadsheet, database, and internet tools.

  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents – including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC’s Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study – and how they intersect across the health care system.
  • Supports team members on their ongoing learning journey, ensuring education strategy for team/department to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety at a practical level.
  • Ensure integration of the legislative obligations and provincial commitments into policies, procedures and programs prior to engaging IH teams/departments.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC’s Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular, Full-Time

Salary Range: $106,026 – $152,413 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
