Job Summary

The Team:

As a Senior Engineer at Water Management Branch within the Ministry of Water, Land, and Resource Stewardship (WLRS), you’ll join a team dedicated to integrated land and natural resource management, with a focus on sustainable water use and public safety. Working within the Water Management Branch, you’ll contribute to key provincial programs such as River Forecasting, Flood and Dam Safety, and Water Allocation, ensuring that water resources are managed fairly and sustainably. Our team is committed to advancing reconciliation with Indigenous peoples, promoting environmental stewardship, and fostering economic growth through inclusive and equitable practices.

The Role

You will play a vital role in regulating a portfolio of major dams, serving as both an Engineer and Dam Safety Officer (DSO) under the Dam Safety Regulation of the Water Sustainability Act. You’ll provide leadership and professional expertise in dam safety, guiding both the Provincial Dam Safety Program and the Ministry. Additionally, you’ll support compliance and enforcement activities, ensuring that dam owners meet regulatory standards. Job Requirements:

  • Bachelor’s degree in science with specialization in earth sciences, hydrology, hydraulics or related subject areas; OR
  • Master’s degree in a related field as described above; OR
  • Degree or diploma in a natural resource field, preferably associated with water resource management (e.g., Bachelor’s Degree in Hydrology, Natural Resource Management, Environmental Science, etc.; or Diploma in Water Resource Management, Forest and Natural Areas Management, etc.) OR
  • Post-secondary technical diploma in civil or geotechnical engineering; OR
  • Post-secondary degree or diploma in Business Administration specializing in adult education, professional training or related subject area OR
  • An equivalent combination of education, experience and/or training.
  • Experience in planning, developing and implementing adult training and professional development initiatives.
  • Experience in leading and facilitating project teams and in working with multiple stakeholders to deliver a product, program, or service.
  • Must possess and maintain a valid Class 5 B.C. driver’s licence

Preference

  • Experience collaborating with managers and staff, professionals and subject matter specialists, educators, and other stakeholders to ensure relevancy of training and consistency with corporate objectives, regulations, standards and needs.
  • Experience instructing others (i.e., adult learners) or overseeing the instruction of others through the use of consultants, contractors or business specialists.
  • Experience preparing course curricula, instructional manuals, or other training and business-related documentation.

Proviso/ Willingness Statements

  • Must be eligible for designation as a Dam Safety Officer and an Engineer under the Water Sustainability Act and complete required in-house Dam Safety Program training to gain the Dam Safety Officer designation and undertake and maintain Dam Safety Officer accountabilities and ongoing training to retain the designation.
  • Must have the ability to operate a 4-wheel drive in all types of driving conditions, both on and off road.
  • Willing and able to be available 24/7 to respond to emergencies and perform a variety of duties within the scope of the position’s regular responsibilities.
  • Willing and able to represent the Ministry at public meetings and events.
  • Willing and able to travel throughout the province and conduct field work, which may include travel to remote areas by vehicle, boat, air or foot, overnight or extended stay in rough camp conditions and outdoor work in all weather conditions.
  • Willing and able to communicate directly with uncooperative stakeholders and negotiate requirements of work to be completed with high degree of tact, judgement and initiative.

Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
