The purpose of the PHSA Alliance Office (AO) is to provide overall management and accountability for delivery of the Workplace Evolving Services and Technology (WEST) Agreement, focused on driving transformation of the Services and achieving Desired Outcomes.
PHSA and NTT have committed to work together through joint development and mutual agreement of a WEST Strategy meant to guide the nature of the business relationship and document the mutual primary objectives and aspirations. This commitment assists in establishing a collaborative relationship where all parties have a stake in the mutual outcomes and work together to achieve them.
The WEST relationship management structure enacts and supports joint policies, practices and governance structures that emphasize the importance of maintaining and enhancing collaborative working relationships, attitudes and behaviours. The governance structure has horizontal or peer-to-peer alignment, ‘two in a box’, to support the partnership between BC Health Authorities and NTT to ensure ‘shared success’ of both parties.

The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of people living in BC. The Senior Director, Governance & Portfolio, reports to the Executive Director, Strategy & Portfolio Management and has the overall accountability and responsibility for WEST governance and for portfolio planning and delivery in support of the WEST Strategic Plan and other WEST Alliance Office projects and initiatives. This encompasses strategic program and project planning through to close out, ensuring approved projects and operational initiatives achieve expected benefits, are delivered on time and on budget, within approved scope, and to the overall satisfaction of WEST governance. It is expected the Senior Director will oversee the development and delivery of materials, support processes related to governance, organizational change management, resource management and project management. This includes defining, evaluating, and refining policies and procedures to efficiently deliver enhanced / integrated cost-effective services, as well as development of the toolset used to support these services.
The role demands a high level of decision-making support, facilitation, and leadership within a broad governance framework that integrates multiple health authorities and external partners. The Senior Director will ensure effective governance stakeholder engagement (WEST- AO, NTT, MoH and HAs), and will maintain and modify existing governance practices, processes and reporting to ensure alignment with the WEST Agreement. The role will provide governance expertise and guidance to WEST- AO Leadership and stakeholders, proactively identifying key undercurrents, trends, and/or arising issues and ensuring timeliness and accuracy in the flow of information between stakeholders to meet information needs for informed decision making by WEST Leadership and the overall effectiveness of governance for the WEST Agreement.
What you’ll do
- Provides leadership and oversight of the project management teams, related support and day-to-day operations inclusive of: Governance, Program Management Office, and Change Management, to drive operational and service delivery excellence, and to ensure alignment with the WEST Strategic Plan and Alliance Office strategic goals and operating plans, integrating provincial health goals and strategies into all aspects of governance and project delivery. Manages, supports and leads decision-making within a broad governance framework that includes multiple health authorities and a significant vendor partner.
- Leads and participates in team planning sessions to align work objectives with departmental and corporate strategies. Engages directly with senior leadership across health authorities and supports strategic planning activities, ensuring that provincial health objectives and strategies are incorporated into team and departmental plans. Advises on the work being done to drive and support decision-making across five levels of the WEST joint governance structure and within a provincial context.
- Oversees portfolio, program and project delivery, planning, and reporting, including those related to annual and/or project capital and operational budget(s). Accountable for the project delivery quality assurance process and performs quality assurance reviews of projects, including project charters, plans, status reporting, financials, key deliverables, and project change requests. Oversees governance and reporting, including managing a joint agreement with vendor executives and coordinating across various levels of governance.
- Responsible for client relationship management across the portfolio, as well as various PDHIS and HA stakeholder groups and partner organizations from project initiation stage to project close out as required. Engages with provincial stakeholders to ensure effective communication and alignment with provincial objectives.
- Manages the portfolio budget and costs; and is responsible for the hiring and resource management of permanent staff and contractors within / across teams accountable for. Manages the portfolio delivery processes and assigns project resources to Program and/or Project Managers as required. Ensures effective use of resources and alignment with both organizational and provincial goals.
- Acts as the escalation point within the PMO and for Project team members, for any portfolio, program and/or project delivery issues that arise. Conducts dispute resolution as required and addresses gaps in policies, roadblocks, or risks affecting project delivery and provincial objectives.
- Manages and drives continuous improvement of the Project Management Office and supporting services.
- Identifies and escalates gaps in policies, roadblocks or risks, and key undercurrents, trends or arising issues from the governance meetings that may affect effective decision-making, risk management and issue resolution of the WEST agreement. Identifies and escalates duplication and/or inconsistencies between the levels of governance, portfolios and/or stakeholder groups to drive efficiencies and achieve results.
- Chairs and/or presents at governance committee meetings or program/project delivery reviews, tracks progress against operational and/or project plans and identified metrics. Regularly monitors and reports on the status, ensuring effective decision-making and communication around strategic decisions in alignment with the conditions set out in the WEST agreement.
- Leads provincial strategy development by engaging with external contractor groups and managing contracts to support the delivery of the WEST Strategy and/or related project initiatives, in support of the broader PDHIS strategy.
- Applies critical thinking and decision-making to align with the Ministry of Health, vendor partners, and the provincial landscape. Works with senior executives to evaluate outcomes from both a regional health authority and a provincial perspective. Facilitates effective decision-making, documentation, and communication around strategic decisions, ensuring alignment with the conditions set out in the WEST agreement. Tracks governance data including governance maturity, decision-making, policy development, and post-decision execution. Oversees the development of deliverables by staff /contractors related to governance.
- Provides leadership and guidance to assigned staff, using effective management techniques (for example, coaching, mentoring, delegating, building teams, and managing performance) to support the achievement of required outcomes and to ensure that staff members are achieving a level of performance that meets the highest standards within their areas of function. Fosters a positive working environment including seeking opportunities to reward and recognize team and individual contributions, listening to the team’s concerns and enabling decision making at the front line. Liaises with Alliance Office Senior Leadership team to drive recruitment efforts for their respective teams.
- Evaluates individual and team performance in collaboration with appropriate stakeholders and peer staff, ensuring probationary and annual reviews are completed for assigned staff. Handles grievances and investigates work and staff issues and initiates disciplinary action up to and including terminations.
What you bring
Qualifications
- A level of education, training, and experience equivalent to a Master’s degree in Project Management, Computer Information Systems, Information Technology, or a related field, plus a minimum of ten (10) to twelve (12) years recent experience working in a large, complex organization, with a minimum of five (5) years’ experience leading Portfolio and/or Project Management Office / teams.
- A minimum of (5) years’ of experience in governance design, oversight and management, working in a service and analytical capacity in a health services environment.
- In-depth knowledge and extensive experience with portfolio and/or project management, in a fast paced, large, outsourced IT service delivery environment.
- Proven team leadership ability with the power to motivate and influence. Demonstrated ability to lead teams and to promote teamwork both virtually and locally. Demonstrated ability to build and maintain effective relationships. Excellent client interaction and service management skills. Customer focused with the ability to facilitate and encourage cooperation between diverse client, project delivery and operational groups and skillsets.
- Ability to work in a complex outsourced / shared services / matrixed organization. Team player with well-developed interpersonal and communication skills and proven experience managing and coaching teams for high performance. Self-directed, highly motivated, results-oriented and able to motivate others.
- Senior-level ability to translate and express clinical, process and technical problems using business terms. Demonstrated understanding of how to interpret customer business and clinical needs. Ability to extract information and knowledge from complex sources and synthesize work appropriately, including executive briefing notes, steering committee presentations and stakeholder specific status reporting.
- Demonstrated expertise in development of executive-level presentations. Proven strong communication skills both verbally and in writing including the ability to respond politely and diplomatically to both internal and external inquiries.
- Critical thinking skills and proven ability to effectively manage human and financial resources. Sound judgment and decision-making skills. Ability to work in an environment in transition and act as an agent of change.
- Ability to meet deadlines in a fast-paced work environment. Excellent proficiency with MS Office toolsets (Word, Excel, PowerPoint, Project).

- Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.

Job Type: Regular, Full-Time
Salary Range: $128,298 – $184,428 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
