Job Summary

The Team
The Program Support Team oversees the administrative functions of the ECE Registry, providing client service for certification applications and managing the application process. The team includes a Manager, an Operations Supervisor, four Team Leads, and 19 Program Support Staff. This role requires collaboration with various ECER teams, including Certification, Investigations, Post Secondary Program, and Program Policy and Quality Assurance. The team’s focus is on delivering quality client service and efficient administrative processes to meet service delivery timelines which has a positive influence on daycare centers and families in BC.

The Role
The Service Delivery Manager reports to the Director of Certification and Professional Conduct and leads the Program Support Team within the Early Childhood Educator Registry. This includes guiding staff in client service delivery and supporting the administrative functions of the Early Childhood Educator Registry Teams. This role involves ensuring that services meet client and program needs by monitoring performance metrics which has a meaningful impact on families in BC. Additionally, the manager must effectively respond to shifting priorities and workload demands to address any service delivery issues and effectively support the implementation of a new IMIT system.

Qualifications:
Education and Experience Requirements

  • Degree in Business Administration, Public Administrationor a related field. An equivalent combination of education and experience may be considered.
  • A minimum of two (2) years’ experience leading program delivery and supervising large teams.
  • A minimum of one (1) years’ experience interpreting and applying legislation, regulationsand policies in the context of program delivery.
  • Experience leading or supporting the implementation of complex service initiatives or programs.
  • Experience working directly with other programs, agencies, special interest groupsand/or clients in the delivery of public programs.
  • Experience managing vendors and/or contracted agencies through contract management, problem solving, and/or conflict resolution.

Preferences may be given to applicants with:

  • Experience supervising in a unionized environment.
  • Experience leading virtual teams.
  • Experience supervising and leading teams with subordinate supervisors.
  • Experience using data analytics and KPIs.
  • Experience conducting qualitative and quantitative data analysis and research.
  • Experience in the BC Public Service.

About this Position:
There is currently one temporary position available until October 31, 2025.
Flexible work options are available. This position may be able to work up to 1 day at home per week subject to an approved telework agreement. Please contact the hiring manager for further details or if you have any questions.
