This regular full-time (35 hours per week) position is available starting November 4 2024. Regular hours of work are Monday to Friday, HOURS OF WORK 8:30am – 4:30pm. Shift days and times may change depending on the Department’s need.

Occasional evening and/or weekend work may be required. The position is located at the New Westminster campus; however, successful candidate must be available for occasional work at the Coquitlam campus. The Role
The Business Systems Analyst works across departments and teams to scope, to design and deliver enterprise technical solutions that support the business vision of the College. They perform as a solution specialist; they find solutions to business problems by maximizing the use of features in our current technology and minimizing creation of special cases and once-only custom solutions. They focus on gathering requirements and converting this into the architecture and design that will provide the solution. They perform as a technical solution architect pertaining to the College’s enterprise architecture

They perform as a development team lead; as such, they provide guidance to the development team to deliver on the design of the solution. They ensure that the development team delivers the correct solution in a timely manner. They ensure that the designs are reusable and fit in the broader enterprise architecture of the College. They ensure the effective use of internal and external resources.

They provide exceptional client-centered service on a consistent basis to all stakeholder groups.

Responsibilities

1. Provides leadership and supervision to appropriate team members and external resources.
a. Supervises coding and release of code into production. Needs to write code when necessary.
b. Applies the BCGEU Collective Agreement to the daily decision-making, including but not limited to scheduling work hours, vacation and overtime.
c. Participates in hiring and evaluations as assigned, including providing orientation and ensuring the provision of appropriate training and professional development.
d. Provides input into staff job descriptions.
e. Manages the work queue, assigns work and manages the velocity of work done.
f. Collaborates with manager to ensure adequate coverage for areas.

2. Designs and leads the delivery of technical solutions to support the College’s business vision.
a. Conducts business analysis planning and monitoring.
b. Performs requirement gathering, management and analysis.
c. Collaborates across departments and teams to develop Application solutions.
d. Facilitates workshops to gather both functional and technical requirements.
e. Develops documentation of plans and designs from interviews with users.
f. Researches and analyzes existing practices and procedures.
g. Creates test plans and conducts system testing.
h. Participates in code deployment.
i. Plans and assists with user training for Application solutions.
j. Researches and recommends tools, strategies, methodologies and priorities involving the technologies utilized at the College.
k. Helps developers and project managers in design, planning and leading the project.
l. Liaises with vendors for technical and project related issues.
m. Performs some of the duties of the team members when required.

3. Performs other related duties.
a. Provides information, technical assistance and support to users.
b. Attends internal and external meetings.
c. Creates and maintains system documentation for technical and non-technical users.
d. Delivers training to users and peers in software functionality and business processes.
e. Keeps current with technology trends and best practices.
f. Maintains a high level of technical currency and competency by presenting and attending courses and training activities; reviewing professional publications; participating in professional societies.
To Be Successful in this Role You Will Need
• A Bachelor’s Degree in Computing Science. Management Information Systems or equivalent IT Program from a recognized post-secondary educational institution supplemented by a minimum of three years’ relevant experience in programming and analysis, utilizing structured programming techniques or an equivalent combination of education, training and experience.

• Should have the following Skills:
– Strong interpersonal skills including a demonstrated ability to develop, establish and maintain effective working relationships with administrators, faculty and staff
– Supervisory skills and experience such as organizational skills; ability to plan and schedule work flow; experience in recruitment, train and motivate employees; ability to work in an ever-changing environment
– Ability to take direction and openness to learn new approaches
– Ability to work under pressure and resolve conflicts effectively
– Decision-making skills
– Earn the trust of stakeholders
– Analytical and problem solving skills to generate new ideas, to solve problems
– Acquire the knowledge of applications in the organization
– Ability to, quickly, acquire good industry knowledge that the organization/department is in.

• Proven experience in:
– Project management methodology.
– Facilitation, and in a leadership role (formal or informal).
– Creating use cases, data models, and other skills to get information from the users.
– Promoting process improvement
– Several programming and scripting languages; specifically SQL , PL/ SQL , Java.
-Administration and Management of Enterprise Systems; specifically Ellucian Identity Service, Ellucian Solution Manager, Banner Self Service, Banner for Administrators, Banner Architecture, Banner Software Development Kit, Page Builder, Degree Works, RabbitMQ, and FME Platform
– Change management, version control (experience with GIT an asset).

• A demonstrated ability to:
– Work independently with minimal supervision.
– Establish priorities and achieve deadlines.
– Establish and maintain application specific documentation and operational procedures.

• Requires, excellent verbal and written communication skills in English, teaching skills (to communicate issues and requirements)

• Must be engaged and a team player, be able to work with different personalities (good interpersonal skills), display professionalism, develop and maintain professional relationships, and be reliable.

• Requires a strong technical background, keeps current with technology and is committed to a variety of learning opportunities.

• Proven record of continual training, upgrading and/or certification, of programming tools, business functions and of emerging technologies.
