Job Summary

The Team
The Assessment Administration, Analysis and Reporting team is one of the four units that comprise the Student Learning Branch in the Learning and Education Programs Division in the Ministry of Education and Child Care. The other three units within the Student Learning Branch include, Assessment Design and Development, Curriculum, Classroom Assessment and Reporting, and French Education. The Assessment Administration, Analysis and Reporting team is well established in the Ministry and includes core business to the K-12 education sector. The team includes 8 team members, with 4 of the team members reporting to the Director, and the other positions reporting through the Manager or Chief Psychometrician. The Director works closely with their Director, Assessment Design and Development counterpart and the province’s electronic assessment service provider to ensure the seamless delivery of provincial assessments to the K-12 sector. The work of the Assessment Administration, Analysis and Reporting team is cyclical in nature and offers an opportunity for continuous improvement of the provincial assessment program and in service delivery to schools and students.

The Role
The Director leads the administration, marking, analysis and results reporting of provincial assessments including the Grades 4 and 7 Foundation Skills Assessment and the Grades 10 and 12 Graduation Assessments. The position also directs all activities related to the administration and reporting of National and International Assessments and represents BC on a national assessment committee. This position is responsible for reporting results on the standards for student performance that are set, in both official languages. The work under this role is essential for helping the province understand how well the K-12 education system is functioning and in identifying how well the learning needs of students are being addressed.

Qualifications:
Education and Experience Requirements

  • Degree in Education, Educational Measurement, Psychology, or related discipline, and considerable recent, related experience in senior positions; or equivalent combination of education and experience.
  • Considerable, recent, related experience includes:
    • Experience with test construction, assessment design and marking procedures.
    • Experience with analysis, interpretation and results reporting of large-scale testing.
    • Experience in leading, directing and supervising professionals and work teams by establishing goals and evaluating performance.
    • Experience in developing and maintaining effective working relationships with officials in various levels of government, rightsholders, stakeholder organizations, special interest groups and the public.
    • Experience working with and providing advice to executive members and/or ministerial leaders.
    • Experience in managing a program budget.
    • Experience in effective project management; planning and supervision of complex, multi-year projects.
  • Experience teaching in the K-12 system or experience working with teachers and other educators.

This position can be based out of any of the location(s) listed above.
Flexible work options are available, this position may be able to work from home a few days a week subject to an approved telework agreement. Victoria has two building locations, both with space to accommodate in-office work. The Vancouver office may be accessed for limited drop-in use.
