Job Summary

The Team
The Network BC permitting team collaborates across permitting ministries and groups to support provincially funded connectivity projects, including the Minister of Water, Lands and Resource Stewardship, the Ministry of Transportation and Infrastructure, BC Parks, and BC Hydro, among others. Network BC is a diverse group of engineers, software experts, policy analysts, and program administrators. The permitting team is a hybrid group of 5 individuals across CITZ and the Ministry of Water, Lands, and Resource Stewardship, with a large extended network of colleagues across permitting Ministries and entities. The Senior Director acts as a bridge between permitting entities, telecom experts, program negotiations, internet service providers, and third-party funders, e.g. Innovation, Science and Economic Development Canada, and Northern Development Initiative Trust. Connectivity is core to the Stronger BC Economic Plan and Action 4.36 in the Declaration Act Action Plan. It is also central to citizen access to remote healthcare, education and economic opportunities. This team and the Connectivity Division engage in creative problem solving to help support expansion of connectivity across the province. The team is highly collaborative, collegial, and very supportive.

The Role
In this Senior Director role, you will be the bridge between permitting entities, telecom experts, program negotiations, internet service providers, and third-party funders, such as Innovation, Science and Economic Development Canada, and Northern Development Initiative Trust. In this role you will tackle permitting challenges to support provincially funded connectivity projects to expand telecommunications infrastructure across BC. You will lead a diverse group of permitting experts and collaborate across the Division’s engineering, negotiations, and community engagement teams. Qualifications:
Education and Experience Requirements

  • Degree in business administration, public administration, related field or equivalent.
  • Experience in a senior management role leading new business development projects and/or business transformation projects involving a diverse range of project portfolios.
  • Experience establishing collaborative relationships with senior leaders across government and leading organizational change associated with implementation.
  • Experience leading and coaching multi-disciplinary senior management teams in the development and implementation of a diverse range of projects.
  • Experience in strategic business planning; contract management; financial management; and leading multi-party negotiations.

Preferences

  • Preference may be given to applicants with two (2) or more years of experience listed above
  • Experience with Provincial and/or federal permitting processes or statutory approvals.

Security Screening
