Position Summary

BCIT’s Information Technology Services department is seeking a regular, full-time (1.0 FTE) Manager, Project Management Office. This position oversees the ITS Project Management Office for delivery of medium to large-scale multi-year IT projects and programs. Ensures projects and programs are completed on time, within budget and scope, and in compliance with governance and quality standards. Assumes accountability for resource allocation and management, risk management, benefits realization and delivery process improvements. Applies program and project management concepts, principles, practices and standards in projects delivery and leads a team of project managers, business analysts and change management specialists. Guides the team on end to end project delivery lifecycle including KPI’s and metrics to measure project health.

KEY ACCOUNTABILITIES:

  • Participates as a member of the ITS management team, and contributes as a senior member of Enterprise Planning, assisting in development of strategies, plans and policies. Shares responsibility for achievements and success in tracking and improving key performance indicators.
  • Oversees the Project Management Office (PMO) and all stages of the program and project delivery lifecycle including resource, scope, schedule, change management, training, quality assurance, deployment, contingency planning, implementation and sustainment. Ensures project outcomes and benefits are aligned with BCIT’s strategic priorities and commitments.
  • Oversees PMO governance and compliance while working closely with sponsors to define program scope, and associated goals, budgets, benefits and risks. Ensures project charters, schedules, issues and risk log, benefits tracking and communication plans are in place for all projects. Oversees deliverables in relation to program scope, milestones performance metrics and benefits realization.
  • Develops robust processes for project delivery and reporting. Guides the team on documenting key deliverables such as business requirements, solution design, user acceptance testing (UAT), sign offs and sustainment hand-off. Ensures the adoption of project management best practices and governance standards by the project delivery teams and partners.
  • Ensures regular and adequate engagements occur with project sponsor, business, technical SMEs, including issue and risk escalation, decision-making and project/program change requests.
  • Works with resource managers to build program and associated project teams, by identifying and estimating resource requirements; negotiating and securing cross-departmental resources. Articulates roles, responsibilities and expectations for team members including sponsor(s) and advisory/steering committee. Identifies and resolves issues and conflicts within the project teams.
  • Oversees program financial management including planning, forecasting, monitoring, and reporting. Develops project budgets including professional services and infrastructure investment. Oversees project related competitive bid processes, contract and vendor management and licensing.
  • Oversees project related change management, training and documentation to ensure awareness and adoption in the BCIT community. Works with leadership, Human Resources, union representatives and other key partners to assess and support organizational change.
  • Works closely with the Manager, Portfolio and Business Relationships, to ensure project governance and reporting is on track. Adapts to changing business needs and priorities while guiding the business and delivery teams through the change to deliver on strategic goals of the institute. Supports team building activities to further the goals of Enterprise Planning and ITS.
  • Manages reporting staff, overseeing and participating in selection, coaching, mentoring, development, performance management and other people-management practices. Mentors project team members on best practices. Promotes an environment of growth by working with staff to create learning plans; identifying training and development opportunities; and ensuring the team receives the support they require to grow.

QUALIFICATIONS & REQUIREMENTS:

  • Bachelor’s degree in Computer Science or Business Administration with designation of PMP, PRINCE and/or certificate/diploma in project management.
  • Minimum of 10 years’ project management experience progressively managing large and complex projects, preferably within a unionized environment.
  • Demonstrated recent experience in project and portfolio management, business analysis and process improvement methodologies.
  • An equivalent combination of education and experience may be considered.
  • Demonstrated experience assembling and managing $500,000 program budgets.
  • Demonstrated experience developing program and project documentation, processes and structures that help to ensure transparency and awareness with respect to project roles and responsibilities, decisions and escalation.
  • Advanced people management and coaching skills.
  • Advanced interpersonal and communication skills with ability to establish and maintain a wide variety of partner relationships at all levels and the ability to distill complicated technical constraints into business language and business acumen to moderate level of detail based on the audience.
  • Advanced leadership, decision-making, problem solving and conflict resolution skills with ability to negotiate and work with vendors, consultants and third-party professional service providers.
  • Experience in establishing metrics and KPIs for measuring project success and benefits.
  • Strong experience in managing COTS (commercial off the shelf) implementations, cloud services, software development and innovation projects that supports the organization’s digital or business transformation goals. Experience as an Agile coach is an asset.
  • Demonstrated experience in leading business transformation projects with significant change management experience and/or certification (e.g. PROSCI).
  • Experience working with business and enterprise architectural frameworks is an asset.

Salary Range: $123,820 – $177,992, with a control point of $154,775 per annum

Additional Salary Information: The Compensation Range is the span between the minimum and the maximum base salary for a position. The control point of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position. In the normal course, employees will be hired, transferred, or promoted between the minimum and the control point of the salary range for a job, taking internal equity into account. Salaries above the control point may be considered for extenuating circumstances and must be approved by an external governing body.
