About BC Cancer:

The BC Cancer talent acquisition team develops and leads recruitment campaigns in tandem with British Columbia’s Cancer Action Plan. The Talent Acquisition team works closely with the support of the Talent Acquisition Marketing team to develop strategies and materials for both national and international recruitment of cancer care specialists, including physicians, nurses, radiation therapists and other allied health and supportive professionals.

BC Cancer is part of the Provincial Health Services Authority, and is committed to reducing the incidence of cancer, reducing the mortality from cancer and improving the quality of life of those living with cancer. It provides a comprehensive cancer control program for the people of British Columbia by working with community partners to deliver a range of oncology services, including prevention, early detection, diagnosis and treatment, research, education, supportive care, rehabilitation and palliative care.

What you’ll do

The Advisor, Talent Acquisition, Clinical Services reports to the Manager, Talent Acquisition (TA), BC Cancer, and holds responsibility to conduct hiring searches, advise leaders, implement proactive recruitment initiatives, qualify candidates and provide relocation expertise. The Advisor is a trusted business partner working with BC Cancer employees and leadership to promote and foster services that enable the team to deliver care services effectively across the province. Daily work includes:

  • Collaborate with leaders to identify needs, planning strategies and search assignments.
  • Recommend the best recruitment strategies, including creative and cost effective marketing.
  • Maintain strong relationships with leaders, HR team members and external organizations.
  • Develop and maintain local, provincial, national and international contacts to source candidate through the development and maintenance of a network of contacts and related databases.
  • Partner with leaders to develop a key talent pipeline for workforce and succession planning using vacancy metrics and other data reporting.
  • Understand the organizational culture and assess candidate fit.
  • Recruit staff, working closely as a business partner with other human resources staff and managers through methods such as identifying candidate pool, assisting with screening candidates, development of interview questions, participating on interview panels/committees, referencing candidates and providing recommendations regarding salary in consultation with other specialists within human resources.
  • Key internal contact with the Corporate Director, Compensation, Recruitment and Employee Services, the Director, Specialty Recruitment, agency based human resources staff and other senior and management staff throughout the PHSA. Contact primarily involves providing information, guidance and expertise to others in order for sound decisions to be made with respect to recruitment & retention issues.
  • Contact with a wide variety of outside individuals and representatives including advertising and recruitment agencies, external service supplies, Health Match BC and other Health Authorities, colleges, universities, immigration, the Registered Nurses Association of B.C. (RNABC) and the Royal College of Physicians and Surgeons. Contact primarily involves communicating with others regarding contracts and/or hiring of specialist positions.
  • Provide expertise to human resources staff and hiring manager on a variety of recruitment issues including offer letters, relocation and immigration in order to support the recruitment initiatives of the PHSA.
  • Provide guidance and advice to management staff in conjunction with the Director, Specialty Recruitment regarding PHSA staffing needs and their linkages in the staffing strategic directions of the organization.
  • Develop and maintain a network of contacts to help identify and source qualified candidates locally, nationally and internationally through the development and maintenance of a network of contacts and related databases.
  • Formulate strategy for recruitment plans and recommends placement of job advertising in various media according to need and within budget. Liaises with external advertising firms and collaborates with the advertising agency in developing creative recruitment strategies including professional journals, publications and web sites and national newspapers. Negotiates discounted rates for media buying, promotion at conferences and tradeshows and direct mail distribution activities.
  • Assist in internal/external recruitment initiatives for the PHSA including participating in job fairs and college/high school visits. Liaises with senior staff participants ensuring the promotional and marketing materials are developed and available, and booths and table displays are prepared.

What you bring

Qualifications:

  • A level of education, training and experience equivalent to a university degree in Human Resources.
  • 5-7 years of recent, related experience including specialized experience in high-volume recruitment within a health care environment, with experience in clinical areas, leadership, strategic initiatives, and change management.

You have:

  • Comprehensive knowledge of hiring and recruitment processes and applicable legislation, relevant collective agreements and principles of union/management relationships.
  • Demonstrated ability in the searching and interviewing of individuals, including potential employment candidates and current employees.
  • Knowledge of human resource planning and principles.
  • Demonstrated ability to solve problems, make decisions and facilitate resolution of issues within an atmosphere of unclear guidelines and established frameworks.
  • Accomplished communication skills including the ability to facilitate, negotiate and persuade others, working effectively with employees at all levels of the organization.
  • Excellent organizational skills including the ability to prioritize workload to meet deadlines.
  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC’s Declaration on the Rights of Indigenous Peoples Act (2019), and other related reports.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC’s Declaration on the Rights of Indigenous Peoples Act (2019).
  • Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Temporary, Full-Time (Until March 31, 2026)
Salary Range: $74,618 – $107,264/ year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Location: Flexible Work Location (within BC).
